The association was started in 1984 by Rocky Roberson, James Drake, Troy Anderson, and Mike Boyett. They started the organization so that all county fire departments could buy a repeater and pagers for responding to fires instead of having a called phone list. The association also wanted all fire departments on the same frequency.

More than 25 years later, the association has 14 fire departments on the frequency. The association is a passive organization that helps all fire departments become one and get things done.
